A fixed based operator (FBO) or also called fixed base of operation is the primary provider of special and necessary services at an airport. The term FBO was first used in the United States but is now also common for the whole aviation industry. Such a fixed based operator can be a private enterprise, or a state agency, city or municipality operator. There are different and from operator to operator varying services provided, but in general these services include following offers: refuelling (line service) of the engine and turbine aircraft fuel. For this service the operator needs fuel systems and equipment, the fuels for the aircraft, tanks and pressure vessels. They also provide aircraft parking and tie-down, so tie-down equipment is needed, as well as they offer access to basic comforts for pilots and the flight crew. This service can also include in-flight catering, car rental, hotel reservations and rest lounges for the aircraft crew. Sometimes an fixed base operator may also offer services like flight training, aircraft maintenance service, hangar storage, aircraft rental, air charter and air taxis and at least aircraft sales. A more common service is the ground handling of passengers, their baggage and cargo. For these services are passenger handling equipments and systems and baggage handling systems requested. So a fixed based operator is the heart and the soul of an airport and has to work reliable and efficient to guarantee a fluent and accident free come and go on an airport.
